This Elections Programme Strategy 2010‐2012 for Caritas Zambia is in line with the resolve by Caritas Zambia to take an active part in contributing to the attainment of a credible and conducive electoral process leading up to the 2011 elections. The strategy outlines in brief the projects and activities that Caritas intends to undertake through its structures across the country over a two year programme period.
This being the first time of a full‐fledged programme focused on elections by Caritas Zambia, the project will provide a vehicle for orientation and capacity building of the various subnational structures associated with the elections programme. There is also a commitment, in regard to address all aspects of the electoral process rather than focusing on the 2011 elections as an event. The project will also encompass dialogue on electoral policies, legal framework and procedures. The Caritas Zambia elections programme will seek to make full use of any window of opportunity, including lobbying and advocacy, to effectively contribute to the promotion of meaningful and comprehensive participation of voters and all stakeholders in elections throughout the Zambian Electoral Cycle.1
